South Korean credit card issuer BC Card is implementing Bell ID's smart card management software which it will use to issue and manage 17 million multi-application EMV smart cards for its member banks over the next three years.

BC Card supplies credit cards to 11 banks and credit card companies across the country, including Woori Bank, Korea First Bank and Hana Bank. Netherlands-based Bell ID says BC Card went live with its Andis Management Systems package in Janary and has so far issued over 300,000 cards.

The package includes the vendor's card and application management system, along with its key management system (KMS) for import, generation, management and distribution of cryptographic keys. The system also features a post-issuance personalisation (PIP) module which will enable cardholders to download additional applications after the smart card has been issued.

Interfaces have been created to collect customer data from legacy credit card systems and to transfer files for personalisation and chip encoding to the central service bureau. Specific data for chip and application content are imported into ANDiS from BC Card's CRM database.

Hangchun Lee, senior manager of BC Card, says the software will enable the company to "centrally process and manage the large variety of products and applications in a multi-issuer environment".

"This implementation will increase customer satisfaction, as cardholders are now able to manage their own credit card and on-card applications remotely via their PC or mobile handset," says Lee.

Bell ID says the contract, which was secured by its local partner in Korea HiSmarTech, is its second major win in the country. KT Corporation (formerly Korea Telecom) deployed the vendor's Andis Management Systems software in 2002 to develop multi-application smart cards.
